ABOUT THE IIJ

The International Institute for Justice and the Rule of Law (IIJ) is located in Malta and has a mission to deliver innovative and sustainable capacity-building through the implementation of counter-terrorism-related, rule of law-based good practices developed by the Global Counterterrorism Forum (GCTF) and other international and regional fora.

Since its inauguration in 2014, the IIJ has trained more than 7000 criminal justice practitioners through its interactive capacity-building workshops – in Malta and abroad – that enhance the competencies of parliamentarians, judges, prosecutors, police, prison and other criminal justice practitioners to address terrorism and related transnational criminal activities within a rule of law framework. The IIJ delivers capacity-building training tailored to the needs of the regions it serves, including North, West and East Africa; the Middle East; and select engagement in the Balkans, and Central, South and Southeast Asia. In 2020, the IIJ launched an Academic Unit to provide in-depth courses to criminal justice practitioners aimed at filling critical knowledge gaps necessary for successfully countering terrorism and transnational crime.

ONLINE COUNTER-TERRORISM ACADEMIC CURRICULUM (eCTAC)

The IIJ Academic Unit has developed an innovative and groundbreaking online Counter-Terrorism Academic Curriculum (eCTAC). The eCTAC is designed to ensure investigators, prosecutors, and examining magistrates are better equipped to proactively investigate terrorist plots before attacks occur. The eCTAC expands practitioners’ knowledge on gathering electronic, telecommunication, and financial evidence to prevent attacks, lawful and proportionate use of special investigation techniques, efficient inter-agency coordination, and effective international cooperation. To date, the Academic Unit has delivered this course to seven separate cohorts of Arabic-, English- and French-speaking practitioners.

With the curriculum successfully piloted and in regular delivery, the IIJ is offering a new eCTAC iteration for English-speaking practitioners from Southeast Asia that will take place from 23 February – 24 March 2022.

KEY TASKS AND DELIVERABLES:

The Consultant services will entail the following tasks:

Prior to the event (1 day maximum)

• Prepare for the delivery of the eCTAC course by liaising with, advising, coordinating, and supporting the IIJ Academic Unit.

For the duration of the event (23 February – 24 March 2022) (3 days maximum)

• Participate in assigned working sessions during the period of 23 February – 24 March 2022 of the IIJ Academic Unit: Online Counter-Terrorism Academic Curriculum (eCTAC), Southeast Asia Practitioners Edition. At a minimum, attend the Opening Session, Tutorial One, Tutorial Two, and the Closing Session.

• Facilitate the two tutorial groups in the assigned tutorial (Tutorial Two) as required in the Training Programme and based on the eCTAC curriculum provided on 14 March 2022.

• Grade all participants’ assignments related to Tutorial Two: Decision Log and Intelligence Log (two documents for each participant – 25 maximum) in coordination with the Academic Unit Director and Resident Fellows.

• Maintain ongoing contact with participants (including through the online platform) throughout the duration of the course in terms of pedagogical support and guidance. This includes responding to their requests for legal clarification, providing legal documentation, etc.

• To ensure and maintain as much as possible the commitment of the participants by remaining attentive to their difficulties encountered in the follow-up of the training, to provide them with assistance, and to keep the Academic Unit informed of participants concerns.

• Liaise with, advise, coordinate and support the IIJ Academic Unit Director and other members of the IIJ Academic Unit, as well as the members of the Subject Matter Expert team in the effective delivery and achievement of the training desired outcomes (i.e., to build knowledge and skills on leading successful proactive prosecutions of terrorist cases, to help frontline practitioners conduct human rights-compliant investigations and prosecutions to both prevent terrorist attacks and secure convictions through a variety of evidence).

Following the event (1 day maximum)

• To provide feedback on the training, its proceedings, and outcomes as required by the IIJ Academic Unit Director by completing a succinct post-training report.

TIMEFRAME FOR PRODUCT DELIVERY

• Delivery of assigned tutorial (Tutorial Two) will take place online on 14 March 2021 (with other sessions occurring according to the draft agenda which will be circulated by the Programme Manager).

• Feedback on the training, its proceedings, and outcomes shall be submitted no later than one week after the completion of the eCTAC course.

EXPERT PROFILE

• Experience in law enforcement as an investigator of terrorism or other complex, transnational crimes.

• Experience in the designing and delivery of courses on criminal investigation, whether that be developing a whole programme of work or shaping existing programmes – preferably terrorism-related but may include other complex, transnational crimes.

• Experience of working internationally with other law enforcement/security organisations. Experience particularly in Southeast Asia is an advantage.

• Experience of delivering capacity building projects overseas as well as a familiarity with the region and previous interactions with the target countries of the IIJ.

• Advanced degree in International/European Law, Law, Political Sciences, International Relations, Public Affairs/Public Administration, Development Studies or any related field;

• Excellent drafting skills;

• Strong conceptual thinking and analytical skills;

• Successful proven organisational and prioritisation skills;

• Energetic and adaptable in her/his approach with the ability to work individually and/or as part of a team;

• The ability to exercise good judgement and discretion at all times; and

• Efficient in observing deadlines and achieving results in accordance with qualitative and quantitative parameters.
